Clinch River Country North of Knoxville

Barndominium builders in Clinton find a small county seat with a lot of open country around it. Clinton is the seat of Anderson County, sits along the Clinch River at about 824 feet, and counted 10,056 residents in 2020, up from 9,841 in 2010. U.S. 25W connects Clinton to Knoxville to the southeast, and Interstate 75 meets State Route 61 just northeast of downtown, which keeps rural land around town within commuting range of the city.

Anderson County at a glance

Anderson County was formed in 1801 from parts of Grainger and Knox counties, the same year as its sister county, Roane, and was named for U.S. Senator Joseph Anderson. It covers 345 square miles, about 2.2 percent of it water, and had 77,123 residents in 2020. Clinton is the seat, Oak Ridge is the largest city, and Norris is among the other towns. The county borders Campbell, Union, Knox, Roane, Morgan and Scott counties.

The river through town

The section of the Clinch River at Clinton is part of Melton Hill Lake, and Clinton marks the upstream limit of navigation on that lake, about 38 miles from Melton Hill Dam. Upriver, Norris Dam, finished in 1936 as the TVA's first major project, holds back Norris Lake, with roughly 800 miles of shoreline across Anderson, Campbell, Claiborne, Grainger and Union counties. River and lake land is in demand for barndominiums with boat storage, and it always gets a flood map check before the slab height is set.

Permits and zoning: the questions to ask

Inside Clinton city limits and out in unincorporated Anderson County you may deal with different offices. Zoning matters here as it does anywhere: Clinton's own recent history includes a contested proposal for an asphalt plant near Bethel and a later city rezoning of that quarry for industrial use, which shows how much the zoning map can shape what happens next to a property. Before buying land for a barndo, we suggest confirming:

  • the zoning district and whether it allows a home with a large attached shop
  • any subdivision or deed restrictions on metal siding
  • which office issues the residential building permit
  • whether the parcel has public water and sewer

Tennessee's State Fire Marshal's Office, where it issues residential permits, works from the 2018 International Residential Code and requires foundation, framing and final inspections plus plumbing and mechanical inspections.

Septic on Anderson County acreage

Rural parcels without sewer need a septic permit before construction moves forward. Tennessee's TDEC septic program describes the process: an environmental scientist evaluates the site, may request soil mapping by a private soil consultant, and processing can take up to 45 days after a complete application. We build that wait into the schedule so site work and the septic approval line up.

Cold winters by Tennessee standards

Clinton's climate table shows mean daily highs from 45 F in January to 87 F in July, and mean lows from 25 F in January to 65 F in July. Those January lows below freezing are a reason to:

  • keep plumbing out of exterior walls where possible
  • plan heat for a shop bay that holds water lines or a wash sink
  • insulate the slab edge on a heated building

History that still shapes the town

Clinton was founded in 1801 as Burrville and renamed in 1809 after Vice President George Clinton. In 1956 the Clinton 12 began attending Clinton High School, and the Manhattan Project site that became Oak Ridge was first named the Clinton Engineer Works after the town. Redevelopment of the former Magnet Mills site and the downtown waterfront is now under way, with the Aspire park opening in October 2024.
