Barndominiums on the Rivers Around Kingston

Barndominium builders in Kingston are building at the meeting point of the Clinch, Emory and Tennessee rivers, all now part of Watts Bar Lake. Kingston is the county seat of Roane County, about 36 miles southwest of Knoxville at roughly 764 feet. The town held steady between censuses, 5,934 people in 2010 and 5,953 in 2020, and almost a tenth of its area is water. For buyers, that means a lot of shoreline and river-bottom land, plus higher ground back from the water.

Roane County's code office is in town

Roane County Building Codes works out of 308 N. Third Street in Kingston and has adopted the 2024 International Residential Code and the 2024 International Building Code. It enforces those codes alongside the county's zoning rules. One practical detail: permit applications and inspection requests have to be in by 3:30 p.m., and anything submitted between 3:00 and 3:30 may roll to the next business day. We plan inspection calls around that so a slab pour or framing step doesn't wait a day for paperwork.

City zoning vs. county zoning

Roane County Planning and Zoning, at 200 E. Race Street in Kingston, enforces zoning in the county's unincorporated areas. Kingston, Harriman and Rockwood each govern zoning inside their own limits, and the county coordinates with them. The county works from zoning regulations revised in April 2013 and subdivision regulations revised in 2024, and it publishes an interactive zoning map. The City of Kingston also posts its own zoning map. Before you buy, find out which map your parcel is on.

Living on Watts Bar

Watts Bar Lake stretches 72.4 miles from below Fort Loudoun Dam at Lenoir City to Watts Bar Dam near Spring City, with 722 miles of shoreline counting the Clinch and Emory arms and more than 39,000 acres of water. The Clinch joins the main channel near Southwest Point in Kingston, and the Emory meets the Clinch near TVA's Kingston plant. A waterfront barndominium here needs an honest look at elevation, flood maps and slope before anything is drawn. The county pages we reviewed don't spell out who handles floodplain questions, so we ask the county planning and codes offices directly for your parcel.

What the 2008 spill means for buyers

On December 22, 2008, a fly ash slurry impoundment at TVA's Kingston Fossil Plant failed and released more than 1 billion gallons of waste into the area, and Watts Bar Lake was affected. If you are looking at land near the plant or the Emory arm, it is reasonable to ask the seller and the county what is known about that parcel's history before you close.

Septic and soils

Most rural Roane County homesites need a septic permit from the state. A TDEC environmental scientist evaluates the site to choose the system, and may ask for a soils map from a private soil consultant. Get the lines staked, the pad corners marked and the brush cut, and leave the ground undisturbed until the evaluation. Riverfront lots and low benches can have wet soils or limited space for a field, so the septic result decides where the barndo goes.

Weather by the water

Kingston's 1991-2020 normals show 58.81 inches of precipitation a year, with only about 1.8 inches of snow and a record high of 106 degrees F. Rain is the design issue: roof drainage, gutter sizing and grading away from the slab matter more here than snow load.

A one-day capital

Fort Southwest Point went up just south of Kingston in 1792, the town was incorporated in 1799, and on September 21, 1807, Kingston served as Tennessee's capital for one day. Today Interstate 40 and U.S. 70 run through town toward Knoxville and Nashville, and State Route 58 links Kingston with Oak Ridge and Chattanooga, which keeps commuting easy in three directions.
