Planning a Barndo in and Around Madisonville
Barndominium builders looking at land around Madisonville are working in the town where Monroe County keeps its offices. The county government's mailing address is on College Street in Madisonville, and the county planning department works out of College Street South. That makes Madisonville a convenient place to sort out the paperwork for a barndo almost anywhere in the county, whether the land is inside the city or out toward Tellico Plains, Vonore or Sweetwater.
One Planning Office, Several Commissions
Monroe County runs a shared planning department that serves Monroe County, the City of Madisonville, the City of Sweetwater, the Town of Tellico Plains and the Town of Vonore. It keeps separate subdivision regulations for each community and offers an online Planning Region Lookup map so you can see which commission has authority over a parcel. For a landowner, that lookup is the first step: it tells you whose rules apply before you buy or split land.
The Madisonville Regional Planning Commission has nine members, including the mayor and a member of the Board of Aldermen, and meets on the third Tuesday of each month at City Hall. Madisonville has its own zoning ordinance, subdivision regulations and stormwater ordinance, and its Board of Zoning Appeals hears variance, parking and home-occupation requests. If you plan to run a business out of the shop half of a shop house inside the city, the home-occupation process is worth reading.
Permits Outside the City
For unincorporated Monroe County, the county planning site lists a building permit contact line through the planning office and a separate line for septic system permits. It also posts the Monroe County Flood Regulations and a Floodplain Development Permit form. In practice that gives you three separate checks for a rural barndominium: the building permit, the septic permit and, if any part of the land is mapped in a flood hazard area, a floodplain development permit.
Inside Madisonville, the city has its own Code Enforcement Official, so permits and enforcement on a city lot run through City Hall rather than the county.
Septic and Soil
Tennessee's Department of Environment and Conservation issues the Subsurface Sewage Disposal System construction permit for new septic systems and keeps a list of approved soil consultants. On many valley lots in this part of East Tennessee, USDA's Dewey series is a common soil: deep, well-drained clay formed in limestone residuum, on slopes from 2 to 40 percent. USDA notes some areas of Dewey soils are pitted with sinks and depressions. We look for those depressions on a walk-through, because a sink near a pad or drain field changes the plan.
What clay subsoil means for a slab
Clay subsoil holds water and moves as it wets and dries. For a large barndominium slab we strip organic topsoil, compact the base and keep roof water well away from the foundation edge with gutters and graded swales.
Land Near the Mountains
Monroe County holds the second-largest share of Cherokee National Forest land in Tennessee after Polk County, and the forest's southern section takes in much of the Unicoi Mountains. The forest covers 655,598 acres in total. Parcels that back up to the mountains offer privacy and views, but they also bring longer driveways, wooded clearing, steeper grades and more distance for power and water service. We factor all of that into the site plan rather than treating the building in isolation.
To the north, Tellico Reservoir covers about 14,200 acres, and the Tellico project's land spanned Loudon, Blount and Monroe counties. A lake-area lot suits a shop for boats and gear alongside living space, which is exactly what a barndo does well.
Storm Season
NWS Morristown's climatology lists four Monroe County tornadoes from 1950 to 1996, including an F3 on February 21, 1993 that injured ten people. Spring is the peak, with April the most frequent month. We design wide doors and long spans with that wind exposure in mind.
Small Town, Steady Growth
Madisonville was incorporated in 1866. It counted 4,577 people in the 2010 Census, and the state's 2026 estimate is 5,428. Growth like that tends to push new homes onto the edges of town and into the county, where rules shift from city zoning to county planning.

Madisonville Questions
How do I know if my land is under Madisonville or Monroe County rules?
Monroe County's planning department offers a Planning Region Lookup map that shows which commission covers a parcel. We check it before design starts.
Do I need a separate floodplain permit in Monroe County?
If part of the parcel is in a mapped flood hazard area, the county uses a Floodplain Development Permit in addition to the building permit.
Can I run a business from a shop house inside Madisonville?
The city's Board of Zoning Appeals handles home-occupation requests, so we review that process with you during planning.
Will sinkholes affect my build site?
