What Sets Sweetwater Apart for a Barndo

Barndominium builders in Sweetwater have to keep two counties in mind. Tennessee's Municipal Technical Advisory Service lists Sweetwater under both McMinn and Monroe counties, and the city's planning page links to urban growth boundary documents for each. So a parcel a few miles from downtown might fall under Monroe County rules, McMinn County rules or the city's own codes, depending on exactly where the line runs.

Sweetwater's Building Codes

The city states that it is currently under the 2018 International Codes for both commercial and residential construction, along with the 2010 federal ADA standards and the 2017 electrical code. It also notes that new building codes took effect on June 6, 2022, adopted through Ordinance No. 998. For a barndominium inside the limits, that means plan review and inspections against those adopted codes, the same as any other house.

The Planning and Development Department handles permit questions, with a City Planner and a Codes Enforcement Officer on staff, and inspections are scheduled through the city's building inspection service.

A Historic Zone to Check

Sweetwater has a Historic Zoning Commission and a published Historic Zone Map, alongside a 2024 city zoning map. If your lot sits in or next to the historic zone, exterior materials and building form can draw extra review. A metal-sided building can be designed to fit, with wainscot, porches and trim choices, but it pays to know the rules before ordering a kit. The Planning and Development office also staffs the Planning Commission, the Board of Zoning Appeals and a Tree Board.

Two Counties, Two Sets of Rural Rules

On the Monroe County side, the shared county planning department keeps separate subdivision regulations for Sweetwater and for the unincorporated county, plus floodplain regulations and a floodplain development permit. On the McMinn County side, the county lists a Planning and Permitting office, subdivision regulations and mobile home and RV regulations, and points septic permit questions to the state.

Our approach is simple: before design, we pull the parcel's location against the growth boundary maps and identify which office signs off.

Cherty Ground and Valley Clay

The valleys around Sweetwater sit in the Southern Appalachian Ridge and Valley region. USDA's Fullerton series, which is of large extent in eastern Tennessee, formed in cherty limestone residuum, with chert gravel and cobbles making up 10 to 45 percent of individual layers over a silty clay or clay subsoil. Fullerton slopes run from 2 to 70 percent. In plain terms:

  • Excavators can run into a lot of chert rock when cutting a pad or trenching.
  • The clay below needs good compaction and drainage under a big slab.
  • Steeper Fullerton ridges call for a careful cut-and-fill plan or a stepped design.

Septic Permits

If the property is outside sewer service, TDEC's Subsurface Sewage Disposal System construction permit applies. McMinn County's permit sheet routes septic questions to TDEC's septic program, and Monroe County's planning office lists a separate septic permit line. The soil evaluation will dictate where the drain field fits, and on chert-heavy ground the field location can drive where the barndo itself goes.

Storms in Both Counties

The NWS Morristown severe weather climatology covering 1950 to 1996 lists four Monroe County tornadoes and twelve in McMinn County, including F3 tornadoes in both counties on February 21, 1993. Large hail peaks in May and damaging thunderstorm wind in June. We size framing, connections and overhead doors with those seasons in mind.

Sweetwater by the Numbers

Tennessee's municipal directory lists a 1901 incorporation date for Sweetwater. The city had 5,764 residents at the 2010 Census and 6,312 in 2020, and the state's 2026 estimate is 6,706, a city growing outward into the countryside where barndominiums fit naturally.

Sweetwater Questions

Which building code applies to a barndominium inside Sweetwater?

The city says it is under the 2018 International Codes for residential and commercial construction, with new codes effective June 6, 2022 through Ordinance No. 998.

Can I build a metal barndominium near downtown's historic area?

Possibly, but the Historic Zoning Commission may review exterior design. We check the Historic Zone Map first and design the exterior to suit.

My land is outside the city. Is it Monroe or McMinn County?

Sweetwater spans both, and growth boundaries reach into each county. We confirm the parcel's county and governing office before design.

Will I hit rock digging the foundation?

On cherty limestone soils like the Fullerton series, chert gravel and cobbles are common, so we plan excavation with that in mind.
